Executive Summary

Who Should Read This Report and Why? Members of the Board of Visitors, the President, the Commandant, the Provost, the Vice Presidents at The Citadel, and others to be determined by these senior administrators who are interested in the survey findings, recommendations related to values and respect, and leadership challenges should read this report.

Background.  In response to a request from Lt Gen Rosa, the Commandant’s Department conducted a survey regarding climate, values, sexual assault, sexual harassment, and related leadership challenges. The Citadel survey was based on the Sexual Assault and Leadership survey, conducted by the Inspector General of the Department of Defense at all three Service Academies in March/April 2004. 

The Citadel survey, conducted in April/May 2006, gathered information from cadets on (1) their values, (2) their experiences with sexual harassment and sexual assault while at The Citadel, (3) campus climate factors that might cause or contribute to gender problems, (4) the scope of sexual assault incidents at The Citadel, and (5) factors that affect sexual assault reporting at The Citadel. Data is intended to assist senior leaders in identifying changes or adjustments to improve future college operations, gender climate, and perceptions.
